As the digital workforce continues to grow, this annual index provides valuable guidance for individuals planning their next move in 2025.
Here are the top 10 best countries for digital nomads in 2025
Spain ranks highest in the index. The country offers a mix of strong healthcare, accessible living costs, and high tourism appeal, making it a top choice for remote workers. However, Spain’s internet speed score does not rank among the highest, and the visa requires digital nomads to earn more than €2,140 monthly, which is one of the highest income thresholds on the list.

The United Arab Emirates (UAE) comes in strong with the highest internet speed score of all countries on the index. The UAE does not charge taxes on digital nomads, which has helped increase its attractiveness. However, the minimum income requirement stands at over €5,000 per month, which could be a barrier for some applicants.
Montenegro places third. The country is becoming more popular among remote workers due to its low taxation, no minimum income requirement, and affordable cost of living. Still, internet reliability may be a concern, with a speed score of just 27.54 out of 100.
The Bahamas also scores well despite its low internet and healthcare ratings. The country does not impose taxes on digital nomads, and there is no minimum income requirement, making it accessible for a wide range of remote professionals.
Hungary offers a balanced environment. It has a moderate internet speed and average taxation and income requirements. It is not a highly popular tourist destination, which may appeal to remote workers who prefer quieter environments. Hungary’s total score is 3.51 out of 5.

Canada remains open to digital nomads without imposing any minimum income requirement. In addition to work and residency options, digital nomads have access to Canada’s well-rated healthcare system. However, tax rates ranging from 15 to 33 per cent may affect take-home pay. The country’s limited tourism appeal might not suit those seeking vibrant social settings.
Romania stands out for its low tax rates, ranging from zero to ten per cent. It also offers affordable living, with a cost of living score of 94.4 out of 100. A six-month tax-free period is allowed, although the income requirement is €3,300 per month.
Portugal provides another six-month tax-free period for digital nomads. The country has an internet speed score of 64.65 and a healthcare score of 90.32, offering quality support for long-term stays. The minimum income requirement is set at €3,548.

Brazil is drawing more interest in 2025, with a six-month tax-free window and an affordable living cost score of 80.19. However, its 27 per cent tax rate is the second highest on the list. The income requirement for a visa is €1,500 per month.
Curaçao completes the top ten. The country offers a full visa-free, tax-free period. No specific income threshold is required, but applicants should expect a living cost score of 10.46. Known for its landscapes and cultural appeal, Curaçao remains a viable coastal option for digital nomads.
