The 3 Core Requirements
To qualify for residency, you must show:
✔ Proof of Income – Roughly €1,450 per month (12x the French minimum wage). Many American retirees meet this through Social Security or pension income.
✔ Proof of Address – Temporary housing may work initially, but long-term housing is strongly recommended.
✔ Compliant Health Insurance – Travel insurance usually does not qualify. You must carry coverage equivalent to the French public system during your first year.
After year one, residents transition into France’s national healthcare system.
Taxes & the U.S.–France Treaty
Under the Franco-U.S. tax treaty, American pension income is generally not taxed twice but it must be reported.
To maintain residency, you must:
Spend the majority of your time in France
File French taxes
Remain financially stable
