PRA reps charging fees? (Philippines)

PRA reps charging fees? (Philippines)  Expat Forum
I’m reading through various threads here and I’m reading PRA rep assistance is supposed to be free. That is not my current experience. I haven’t paid anything yet.

Question #1) I’m getting quoted some serious money for assistance getting an SRRV by a PRA rep. Is this kosher?

Question #2) I’ve overstayed my visa and and concerned about being blacklisted. I am ready and financially able to clear this up, pay my fines and get back in good legal standing, with either an SRRV or a spousal visa. But I fear being blacklisted in the process of trying to clear this up. I’m told that the only way to be sure of not being blacklisted is to pay a ‘consultancy fee’. True or not?

Please advise. I could use some advice based on first hand experience please.
